Radio doesn't work

I just purchased a pre-owned 2000 New Beetle with very low mileage (3500 - yes, 35-hundred, not thousand).

The radio has never worked - according to the prior owner. It is a stock radio and matches the description of the owner's manual.

The "SAFE" code I am familiar with, as I have owned prior Volkswagens. This radio does not even come up with the request of the SAFE code. Upon turning the radio on, it registers: 88.3 FM. But no sound, and none of the controls work. I can hear an electric pulse through the speakers when turning the key on, so I know there is something working. I have removed the fuse and placed it back, to ensure the power is removed from the radio. Still does the same thing when turned on: 88.3 FM. No SAFE indicator.

Any ideas??? This is a puzzler.:screwy:
