Does this sound right ?

We replaced the fuel pump a few weeks ago.
As I was turning into a parking spot it quit and the pump made a loud noise when I tried to start it so we towed it home.
We took the gas tank down and the fuel pump out and back to the auto parts store and got another but before we did, we noticed that there was wire showing on the ground wire and it was touching the metal of the truck.
The man at the parts house said that was our problem.
He said to replace the wire.
He also tested the pump and said it still worked but gave us another anyway.
Can a simple thing like the ground wire being exposed in a small area like that and it touching the frame ground it out and make it not work ?
We are about to put the gas tank back on and hook it up.
I have to travel tomorrow and I hope I don't get stranded again.
I am so sick of this.

The pump has to be grounded, BTW, how about posting the year and make of the car/truck. If the wire you are talking about is the ground wire and it was grounded, a bared section has no effect if it touches the frame.
