Rear rotor covers

I have a 1999 Blazer 4x4 with rear disc brakes. The protective metal covers on the back side of the rotors. Can they be replaced without removeing the axles? Thanks for any help you can give me.

The bolts that retain the shield are behind the hub. The axle must be removed to access the bolts and remove the shield.

I just replaced mine not that long ago, they were about $14.00 each. Like Old Master said, you have to remove the axles, it's a pretty easy job though.
