96 corsica electrical issues

ok so I have a 1996 Chevy Corsica (lovingly named Inara) Recently on my way home from work (at night in very heavy rain) the ABS light came on and a few seconds later all the electronics went kurput (windshield wipers moving horribly slow, brights dimmed to the point of a flashlight, and the radio died compleatly) she began running horribly, and the brake light on the dash came on.

Got home the first thing I checked was the Alternator belt which to my surprise was fine, its in great condition. I recharged the battery and that seemed to do the trick, although the battery light is on. I checked the alternator and its giving out a charge (12dc)

Honestly I'm just plain confused, could this be nothing more than a blown fuse making it so the battery doesn't recive the charge the alternator is giving out? Anyway I will continue to ponder and work on this, and any help would be very appreciated.
