Timing Belt Problem 90 B2200

Hi all. I have a 90 b2200 which i changed the head on. When i finished it started and ran like crap. I checked the timing belt and it was off a little bit, but here is the problem. I can get the crank to TDC and i can get the cam to TDC but i cant get the belt on. Is there a tensioner that i cant see or is it just that the truck is cursed? Thanx for the help.

There is a tensioner on ALL cars/trucks that have a timing belt.. it's on the block, right next to the water pump.
