I'd recommend Winterforce brand tires for winter use. They are relatively inexpensive, but don't let the low cost fool you, these tires are great! I've used them on some of my vehicles for a few seasons and have never had a problem. I'm just on the other side of the lake from you,(Ontario)and we can get close to 200" of snow a season. These tires have gotten me through the worst of it. I purchased them from

For rims at cheap price you're just going to have to call around your local salvage yards and check your local classifieds. Sometimes rims are available on eBay, but watch out for the shipping costs. I know there is a place here in NY between Syracuse, and Rochester that sells a lot of used truck parts including rims. If you were on NY for a day trip, it might be worth checking out if you cannot locate any in your locale.
