cooling fan won't come on

Hi - I am new to this forum so forgive me if I am not using the proper way of posting this. I own a '03 1.8 Turbo Convertible, I have been adamant about oil changes and tune ups through the Volkswagen Dealership ( Mileage is only 38,884) and yesterday my red temp light came on after driving for about 5 miles. I pulled over and waited a bit and continued driving the light had gone off, but after a few minutes it came back on beeping and flashing. I pulled over again and did not want to risk driving it anymore. I checked the fluids all are ok, there is no leakage anywhere to be seen, I have checked the fuses since I have this feeling that my cooling fan is not coming on. As soon as I drive for a few minutes the red light comes on, when I slow down for a stop light for example the light will go off. Somehow this does not make any sense.
Do you have any idea? What can I do? I am afraid I do more damage if I keep driving.
