Just replaced the fuel filter - then the fuel pump - on my 02 Cavalier 2.2. The pump IS receiving voltage when the key is turned. So far, no gas has come out of the new pump (filter is still clean and dry when removed.) Fuses and relays are checked and OK, fuel pressure regulator appears clean, and pump assembly is new, not refurbished. It does show the 1/4 tank of new fuel I put in. Can't tell if I can hear the pump when the key is turned - too many other noises. The old electrical harness had continuity on all wires (plus no one had it in stock), so it wasn't replaced.

History - The car was having trouble starting (progressively worse over a week) It also lost a little power when accelerating hard, but ran fine under normal conditions, so decided to replace fuel filter. Right before replacing the fuel filter, couldn't get it started at all. The old fuel filter was so bad that I couldn't blow air through it. Everything is now reconnected but still won't start. CEL is on- OBD2 shows no codes, but shows inspection/maintenance status fails evaporative system monitor, oxygen sensor monitor, oxygen sensor heater monitor, and egr monitor.

Any help would be appreciated.

do you KNOW FOR A FACT that the fuel isnt making it up to the engine?
if not it might be a plugged up catylic converter??
but i am kinda confused....
how does it show the "but shows inspection/maintenance status fails evaporative system monitor, oxygen sensor monitor, oxygen sensor heater monitor, and egr monitor" without giving you codes???

Yep - I removed the new fuel filter after the new pump was installed and tried out, and there wasn't a drop of fuel in it. Also removed the line going into the filter and tried to start it - hoping to see some fuel get pumped out, though I don't think it would anyhow because the line wouldn't be pressurized. Does anyone know of a better way to check how far the fuel is getting?

Unfortunately, I don't have a fuel line pressure gauge, so I can't tell anything about the fuel line pressure.

I'm confused about the lack of codes too. The reader is just a simple one from Wal Mart, but it has given correct codes in the past. The manual says the inspection codes are related to an internal test that failed.

You should hear the pump running. Have someone listen at the tank.

Silly thought here, any chance lines are hooked up incorrectly or are they goof proof? Take the gas cap off and listen for pump,do it in the middle of the night if it is to noisey .....lol

The lines are goof proof - different sizes. The pump does not run when starting the vehicle.

Here's what's puzzling me -
1) battery shows ~14 volts
2) chassis wiring provides ~12 volts to the pump when key is turned
3) fuel pump runs if directly connected to battery - either directly connected to the battery or connected through the wiring harness ( the 1.5 ft cable, not the chassis wiring)
4) fuel pump does not run when connected to wiring and key is turned (as verified inside and outside of fuel cell)

This has been tested with multiple batteries and multiple fuel pumps.

What would prevent the pump from starting? Is there a sensor that is connected with the pump wiring harness that would tell the system not to start the pump?

When you turn the key to start the pump will run for about 2 seconds and stop. Unless the engine is cranking or running.

Well, it *should* run for 2 sec. When the key is turned, I see voltage rise from 0 to 12 or so volts for about 2 sec, then drop to 0. (It actually spikes a little higher than 12v for the first 1/2 sec, then drops to 12v for ~2 sec, then 0.) This is measured where the black and yellow wires from the pump (marked b and c on the pump connector) plug into the wiring harness. However, when the pump is plugged in to the harness and the key turns, the pump never runs.

The only thing I haven't done is measure voltage while starting and while the pump is connected, which would require penetrating the wiring with a probe. (which I really don't want to do).

Any other thoughts?

Check the contacts of the fuel pump relay, relay socket, and power connections upstream of the relay. Sounds like a resistive connection somewhere.

Try a 12 volt jumper wire right to the pump.

It sounds like a "lack of ground issue" to me. You have take the right steps verifying the 12V+ but i bet you are confirming that with a chasis ground. Confirm that your tank is correctly grounded if metal, and or your fuel pump terminal lead has 12V- present as well as 12V+
