99.5 jetta cooling fans inoperative

I have a 1999.5 Jetta and recently my car has started overheating due to the fans not switching on. when I jumper out two of the wires on the cooling fan temp switch the fans come on. I already replaced this switch and i also replaced the cooling fan relay moduel and my fans still are not coming on. I have checked all the fuses in the driverside door panel and they are all good. What else am I missing? Are there more fuses elsewhere? Another switch or sensor? Wiring? Please help i am stuck.
