Still having power steering issues

We finally got the power steering pump and all else installed, flushed the rad and fired it up. While it's running it still feels like it's still strong arm steering, no power assist... now we haven't actually taken it out on the road yet, but that's how it feels in the driveway.
Could it be that the power steering fluid reservoir is not completely full? It is registering at the bottom of the stick but we ran out so it isn't full. Will filling it completely fix this problem. There is also a cap plugging a hole about a 1/4" - 5/6" in the back of the reservoir. Is this a vent or does the plug need to be pulled? We aren't sure what the hole is for or if it should remain plugged or not.
Any help anyone could offer would be great.

Sorry... guess that would help. It's an '82 Chevy C10 P/U, with a '79 4 bolt 350 (we were told it's an LT1 but we aren't sure if it is or how to tell) and we just put a power steering pump in from an "85 Chevy (same make etc.) All is installed, belts are lined up and the belt is turning as it should but it still doesn't seem like we have power assist. We think it might have to do with the fact the reservoir isn't full but have also been wondering if the cap that's above the two lines is a vent or what and if that needs to be taken out or left in? All we know is that it's installed properly but there doesn't seem to be power steering yet?
Any advice you can offer would be appreciated big time, just waiting to get it on the road now that the nice weather is here!

Why would you ask this questionn and the system is not bled and filled to the proper level, what am I missing here? There should be a return hose clamped to a fitting and a screw in pressure hose on the pump.

We aren't sure about that cap I mentioned, whether it could be an overflow or anything like that which is why we haven't finished filling it yet, didn't want to cause any undue problems with it.

You have to do something here or get onsite help to look at it, is this a plastic plug or metal plug, not sure what you have here.
