88 Blazer shift lever

how does one go about tightening the shift lever, it indicates all the right gears but when you put it in park or a gear the shift handle falls forward almost hitting the steering wheel..

also the engine seems to run really well, no missing or backfires,

but it seems very sluggish almost like the convertor is locked perm, it just doesnt seem right to me..
