On the parking brake shoe there is a grooved wheel that you turn. As you turn it, it expands/contracts the shoe. Expand it until it barely touches the inside of the rotor, and you are good to go.
You can also tighten up any slack in the cable. The adjustment is in the cable somewhere between the rear wheel and the front of the cab. I think it is around the location of the fuel filter IIRC. Pretty easy to find, just follow the cable. It is just a double threaded eye that you turn to remove any slack.
This is for a 1500, so it may differ for your 3500.
