I have a 99 Cherokee Sport with 4.0, Auto, Select Trac and AC. Ever since I got it the Windshield Washer has been very hard to fill. As soon as you open the cap, the neck makes a sharp 90 and goes under the fender. Because of this, 1) you can't pour fast and 2) it keeps burping. By not fast, I mean about 1/2 the amount that would come through a straw. There is nothing that appears to be blocking it.

Anybody have any ideas? Was there a TSB ?

Take off the inner fender and have a look. I use a cut off water bottle (the kind that you drink) as a funnel.

I looked and it seems to be a horrible design. There's nothing blocking the flow and the tank seems to be in good shape. Another Chrysler screwup.
