My Lever Broke At the Gap near the end of the lever. It has a softer metal core then the outside polished surface. I was thinking of drilling out a little of each piece. Then use some JB weld and glue a new metal rod insid each end. I'm not sure how much I will be able to drill on the piece that is stuck in the steering column it may spin plus its only an inch long at the most. Also I'm not sure if the JB weld will hold up well with the constant force on it. A new lever is only $20 but I dont have the tools to take out the steering column, and a local mecanic said it's a 3 hour job & would cost $185 on labor alone.
Anyone have any experience with this, or advice?
Thanks!!

Tools to remove it? The turn signal lever simply pulls out of the switch. The cruise switch wiring (if equipped) plugs in via a small connector forward of the tilt lever. The cover for that cavity on the steering column can be slid off easily.

You might need a flashlight if you decide to do it in the dark, but beyond that, no tools should be necessary, other than the most important tool between your ears.

I guess your lever is just the plain lever without the wipers, cruise control, etc. I had an older Caprice like that with a broken stalk. The previous owner repaired it with 2 big nails as splints wrapped with black electrical tape. I drove it that way for 5 years before I scrapped the car.

The cover can be easily taken off, but the other piece of the lever will not come out I tried with some very small needle nose pliers, It seems as if there is a set screw holding it in.

So the steering wheel must be pulled? air bags disabled and steering column also pulled?

No, the steering wheel does not have to be removed to change only the lever for the turn/wiper/cruise/dimmer switch. If part of the lever is broken off inside the collar, then you may have to remove the SIR, steering wheel, and switch actuators to repair it.

That photo is of the lower bowl and tilt joint. It is well beyond the switches and linkages, and you shouldn't have to go that far to solve the problem. You asked if anyone had experience with these, and I used the photo as an example (from my '94 Impala).

For a better picture of what to expect if you should have to go deeper, this might help:

Does the broken piece of the lever have to be in any exact position in order to be pulled and removed (On/Off)? I can get ahold of the broken piece and turn the wipers on and off, but will not come out when pulled on from the off position.

The end of the multi-function lever is a steel shaft with a flat flag staked in it on one side of the shaft (the upper side, as I recall). There is a detent to keep it from simply falling out of the switch, but it should com out in the OFF position. It might come out in other positions, but I can't recall ever trying that.

The complete turn signal lever assembly should look like this:
