I have a Dodge Grand Caravan that will intermittently not start. I mean it makes no clicking sound or nothing. Lights on the dash come on, radio comes on but when I turn the key to engage the starter nothing happens. This seems to happen when it is cold out side. It can happen after driving it, or first start in the morning. If you wait 20 min to an hour it will start??? I replaced the battery last spring. Had a full tune up done to it. At the time the service Tech said the battery terminals were loose. Started great until two days ago.

A couple things come to mind. The starter will not engage if the neutral safety switch is not in the right position. This switch is screwed into the transmission. When the gear lever is in neutral or park, it pushes the switch an completes the electrical connect to the starter solenoid. If the switch is intermittent, or has a bad wiring connection to it, then you'll get intermittent starting. The switch is easy to get to and I would take it out and clean it.
The other possibility may be that one of the "fusible links" in the wiring harness needs to be replaced. There are many of these links through out the wiring harness. On my van the are all in a group in the wiring harness right beside the left strut. They are all wrapped up in the harness. You'd have to cut the wrapping tape arought thebubdle of wires to locate whre they are. Some times the links go bad when you have an electrical part such as the starter drawing too much current for a long period of time. It's not enough to make the link pop, but it slowly melts the wire until it becomes unreliable. I've seen this happen on my van and Buicks.
You might also want to check to make sure the gear shift lever is activating the switch correctly. If there is play in the linkeage, the gear lever may not be activating the switch propoerly. Move the shift lever a little left and right to see if it will start.
