Toyota Tercel 1996 billowing white smoke only when humid and only on start up

My 1996 Tercel is billowing white smoke when I start it up. It stops in about 1 minute max. When the weather is warm/dry, it doesn't do this. I think it is burning oil a little, I can smell it and it's burned through a quart in about a month (500 or so miles), but I don't think that's the only problem, cause that would be constant smoke, correct? My coolant level is not changing and I am not overheating (not burning coolant I presume?). I have been told this model is notorious for having moisture in the engine. Could someone PLEASE help me understand what is going on? Does anyone know about moisture in the combustion chamber? And does anyone know what to do about it, assuming that's my problem. HELP!!!!!!!
