Abnormal Fuel Pressure '94 GC Loredo

After several months of chasing down a hard hot start problem I finally checked the fuel pressure. When I turn on the ignition switch the pressure goes quickly to 40 psi and then quickly to 0. I can hear the pump each time I turn on the ignition. It runs a few seconds then stops. At idle the fuel pressure is normal, steady at 30 psi. When I disconnect the vacuum line at the pressure regulator the pressue is 39 psi which is normal. The fuel pump was replaced 15,000 miles ago. It is difficult to start when at operating temp. It starts almost every time on the third attempt. It starts instantly when cold. I have also tried turning on and off to let the fuel system pressurize. I also replaced the crankshaft position sensor at the recommendation of the stealership. It runs well and the starting problem is the only problem I am having. Help Please. Thanks

NEW INFORMATION: Just after my last post the "check engine" light came while I was stopped at a traffic light. Simultaneously the engine stopped and would crank but would not start. I found the 30 amp PCM fuse was blown. I changed the fuse, turned on the ignition and it blew the fuse instantly. Any ideas?
