1993 Dodge Dakota Gas Mileage

I got the truck in October, 1993 Dodge Dakota CC LE V6 Magnum with about 100,000 miles on it. The lower half of the engine is about 30,000 miles old and the gas tank and gas lines were bled. I got the truck from my dad and he bought it new so I know everything that has been done to the truck. When my dad drove it, it got around 16-18 MPG. I'm currently getting 9-11 MPG. When I bought it (in October) we did a little tune up, new plugs, fluids, shocks, brakes. I checked the plugs last week and they are black. I'm stuck, so far this is what I've done:

-New 02 sensor
-2 bottles of fuel injector cleaner
-New PCV valve
-Truck doesn't throw codes, should I take it in and have them check?

I'm lost. I know my fuel filter is located IN the gas tank so I hope it wouldn't be that. Any help is appreciated.

on 93, gas filter is on the inside of the left frame rail
my 92, 288,000 plus miles, still gets 17-19 mpg
94 had the filters in the fuel tank
something is giving your engine too much fuel, air filter,
sensor, heavy foot?

what was his driving habits like compared to yours? (intown or highway ethonal blend gas or striaght, ect...)

I can't really determine too much with what you said, but might I suggest that you applied insufficient torque to spark plug? Torque directly affects the spark plugs ability to transfer heat out the combustion chamber. I don't know if that helps, but you said the plugs were black, that would be something I'd check.
