I understand you have pressure on the fuel rail and you have tried with starting fluid and it fires up for a few moments with that. Injectors are driven by ECM and the camshaft sensor is linked to that sequence.

Do you have the Check Engine light ON?

..and..before jumping to conclusion that cam sensor is shot, remember that connectors are known as problem items to the point KIA had sent a service bulletin (I have copy somewhere..) to the effect of cutting the wires at sensor connectors and soldering the wires instead....so as a first step, check connectors for corrosion , clean and grease...

Yes check engine is on and get P1115 and P1117.Injectors do get 12v.
thanks

P1115 Engine Coolant Temperature signal malfunction
P1117 ECT Sensor Intermittent
NOt much significant....except a false reading reading like close to a short circuit could be interpreted as a high temperature..and this could lean the mixture to the point of no starting...if outside temperature is in fact cold. (I,ve experimented that as a fact). So..just to be sure, I'd disconnect the coolant sensor..an open will be seen as low temperature..asking for rich mixture ..unless there is a short in sensor wiring or salt in the connector....

As for 12V at the injectors, this is normal: (it is good to know it is there); 12V is always applied to one side of injector: the other side of injector will get its ground from the ECM, only when injection pulse is applied.
