I just noticed that when I apply the parking brake, it really does nothing. Where is the adjustment for the parking brake, and is it difficult to get to and adjust?

Any help would be greatly appreciated.

I have a '99 Outback. The adjustment screw for the parking brake is inside the center console between the front seats. I adjusted mine just a few days ago. Here's what I did:
1) Open the lid of the storage compartment in the console.
2) At the front of the storage compartment you will see two screws that hold the trim panel around the parking brake lever.
3) Remove the screws (store them somewhere so they don't join the world of lost socks) and carefully pry up the panel and lift it over the parking brake handle.
4) There is an adjustment bolt that holds the brake cable to the handle. You can tighten the cable by tightening down the nut. A 10mm deep socket works best.
5) Adjust to where you want the brake tension, tighten down the locking nut on top of the adjustment nut, and put the whole thing back together.
