Rear passenger-side brake is locking up when i come to a stop. Tried to clean brakes and lubricate brake cable lever (where it comes into brake assembly). This worked temporarily, but started up again. any suggestions?

The shoes maybe contaminated, the only real fix is to replace. Are both sides adjusted properly? Are the brake lines clear from obstructions? Are the wheel cylinders leaking?
