possibly misadjusted "transmission cable"?

so my truck, a 90 c1500 with a tbi 350 in it shifts kind of funny. when it goes from 2nd into 3rd, it stays in 3rd for like a second, then goes right into 4th. i'm not sure if maybe the cable that goes into the tbi is adjusted wrong or what, or even how to adjust it,...any advice?
