Sender is, as expected, in fuel tank..need remove fuel tank to access it. For test purposes however, if you prefer not to drop fuel tank at first, you have connector C200 as shown on diagram. THis connector is at LH A pillar, so front of driver door, a little bit higher than floor level supposedly, contains 26 contacts and fuel gauge wire is A6 color PURPLE. Need remove trim panels to access

YOu can try to insert a ground at this pin and the fuel indicator should indicate empty. If so, you know the problem is down the line to the tank. Usually I use a needle driven through the wire insulation and a jumper with alligator clips to connect to ground. ONce you have done that however, COVER THE HOLE..even is it it just needle tip size, with silicon or other sealant. YOu have no idea how easily a wire exposed to atmosphere --even with so small an access - will corrode and cut out against your wildest expectations.
