86 f-350 starting issue

I am working on a 86 f-350 that should have been junked 10 years ago, it is over 80% cobbled due to the lack of proper care. The issue that i am curently working with is that the vehicle will crank but will not try to start until you return the key to the run position.

Check your starter for excessive current draw.
