Check coolant level.

If the coolant level was low wouldn't the car over heat in 10 degree weather??

Not necessarily, If the coolant level is low, there may not be enough coolant to circulate and you will have air going through the heater core and then a few minutes later you will have coolant circulating through the core.
Ten degree weather will cool coolant in the radiator pretty quickly.
