That's odd - On the other end of US29 (Menomonie/Menominee), parking brakes don't seem to have that problem. They just need to be lubed whenever the chassis lube is done, and used regularly. I've never had any trouble in Hayward or Hurley, either.
Hopefully, the linkage adjustment will do it. If the pawl linkage or shot pin is damaged, it may be repairable through the pan. If the pawl itself is damaged, the trans has to come out.
