heated seats & door pins

driver seat the heated seat quit working is it fixable? and i have a budy who needs his door pins in the hinge changed does fender have to come off??

the seat dosent warm up fuse is good its a 99 tahoe and the front drivers door has play in pins up and down.. not too bad yet but noticeable when you open and close it
