Define "cheapest." You can be cheap, or go fast, but not both. Speed costs money, so before deciding on what to do you need to decide what kind of money are you willing to commit then add about 25% to that figure.

Turbo upgrade, intercooler upgrade, fuel pump, injectors, piggy back ECU, dyno tune, intake exaust. Search and you will find plenty of build ups out there.
