Ok I checked your profile and found out what year your car was. Thats if youre talking about the 2000 GA.
You wont need to replace the steering column.
You will need to disassemble it down to where that part is(remove steering wheel).
Sounds like you moved teh clockspriing when you replaced the steering wheel and you might hav cut or pinched a wire . Also the clockspring arrows needed to be aligned so this doesnt happen.
Other then that you'll just need to take it apart and find the troubles, thiers alot of stuff in that little area.
Be carefull messing with that airbar, static electricity
will set one off
