Voltage question

My passenger side power window is not working. I just replaced it again and the new one does not move. I put a voltmeter to the plug and hit the up/down button and got 14V/-14V. Is this the correct voltage? The PDL/Mirror and door speaker all work.

I also noticed that I had to jam the probes far into the plug to get a reading.

Just hot wire the motor real quick to see if it works. This will tell you if it is a component problem or a wiring/control problem.
