That Damn Cigarette Lighter Issue Again

Im a first time owner of a VW. I puchased a 06 Jetta 2.5 5 Speed Manual about month ago. Im quite happy with it, but my biggest problem is with the cigarette lighters. the ash tray and arm rest sockets seem to always be powered on. I have seen quite a few post on how some are always on and some are always off. I would like to have one always on and one only on when the car is powered on from the key. Has anyone done any mods to solve this or am I on my own to figure this one out.
