Question Whats Causing This????

When I start my 02 QX4, the interior fan kicks in on high right away. But it is turned off?!?! When i adjust the fan speed, the fan blades on the display move, but it does nothing. When I press the off button, the display changes, but the fans stay on high. Even with the A/C. Same.
The interior fan is always on, full force, and it's hard to keep comfortable on my long drive to work. I unplugged fuses, battery, the little things I could think of before going to a mechanic. Any Ideas??? Thanks in advance.

Well my First guess is, i Know you have Auto air, and i know blower motor resistors when they go keep the fan on high. But your saying even with the unit off it's staying on high? that sounds to me like the auto air control unit. (the controller)
