93 Accord timing belt tensioner

I am trying to replace the balance shaft belt and timing belt. Releasing tension for both the balance shaft belt and the timing belt via the "adjustment nut" was no problem for the balance shaft tensioner (so the balance shaft belt came right off), but the timing belt tensioner is still not "free" to move. I was expecting a loose timing belt, but there is little to no relief in tension. So, the timing belt pulley tensioner seems frozen. I could probably get the timing belt off, but I am afraid I could not get the new one put on. Any ideas? That adjustment set-up IS a little weird. The timing belt tensioner which is behind the balnce shaft tensioner may have some corrosion on it and be sort of stuck to the case behind it. Loosen the nut 2 or 3 turns, but not completely off, and tap the tensioner with a hammer GENTLY. It should free up a bit. Remember these belts don't give much, so you won't need a lot to get the new one on.

It turns out there is a bolt that must be loosened (in addition to the adjusting nut that holds the timing and balance tensioner wheel). This bolt is the pivot bolt for the spring bracket that provides the tension for the timing belt. It is located just forward (or left if facing the engine's crank) and adjacent to the adjustment nut. The bracket is slotted for this bolt to provide the necessary adjustment of the timing belt. This is useful info. since both the Haynes manual and the Accord manual state that releasing tension to both the timing and balance shaft belts is done by loosening the adjustment nut (while that is true for the balance shaft belt, it is not the case for the timing belt).
