Just normal driving conditions on hi-way or city, no, 16mpg w/ 2.3L isn't good. Sounds like some simple maintence needs to be done. First place I might start is o2 or EGR. Get the codes ran, see what you can find.

im getting about the same mileage on my '94, 4 cyl, 2.3

im going to order some replacement o2 sensors this week. i dont know they need to be replaced, but i can find them pretty cheap so i might as well.

Have the codes scanned. Autozone will usually do it for free in order for you to buy parts. O2s need replaced every so often, 40-50k? I generally replace it when I change my transmission filter and fluid. Basically helps the engine calculate the a/f ratio by reading the exhaust. Other sensors like the ECT (Engine Coolant Temperature) or IAT (Intake Air Temperature) can cause poor fuel mileage as well. Ruptured fuel pressure regulator will cause really bad mileage, I believe it would be much lower than 16mpg. The engine not getting hot enough will also cause the engine to get poor fuel mileage. Anything under a 180 degree thermostat would probably pose a problem. Generally, always use a 195 degree for best results. Helps keep carbon from building up.

From google:
EGR
Exhaust-Gas Recirculation--a method of reducing NOx (oxides of nitrogen) exhaust emissions by recirculating some of the engine's exhaust gas into the intake manifold. The exhaust gas serves as inert filler that absorbs heat during the combustion process and reduces the peak temperature reached during combustion.

Re: What's the average gas mileage for a ranger?

With my '99 Super 4x4 4.0L I get about 18-19 with a mix of city and highway. Lowest I've gotten is 16, when I first got it, "testing her out" to see her limits.

24mpg average, 2wd, 2.3l, 5 speed. Rain, shine, it did the same regardless. One tenth of a mile better average with premium fuel.

Mine is a 2001 3.0l Ford Ranger, and I only get about 16-18mpg, with mostly city driving.
