Jackson SC civic won't pass emissions!!!

I have a 97 SOHC Jackson SC that won't pass E...
keeps saying "not ready"for the O2 , cat and evap
My friend hooked it up to a wideband O2 and the fuel fluxuates when in boostnot too lean/rich runing about 60psi on the FMU
I have a Apexi VAFC my friend is assuming would fix the problem
Anyone have this problem??or the same set up with no problems???
