Valve adjustment

What should come first with your standard 1600cc (VW Beetle) tune-up?

Valve adjustment, then Oil change (or vice versa)?

Oil change can be done at any time.

As far as the rest of the tune-up:

1) Valve adjust (dead cold, let it sit overnight)
2) Set points
3) Static timing
4) carb adjust (warmed up)
5) Final timing
