Alternator/Generator Test

I have a 1974 Volkswagen Beetle that refuses to idle. I've replaced the gaskets, seals and screws on the carberator. When I choke it heavily it will idle roughly. Not sure if this is related but I attempted to test the Generator and the output voltage is around 2 - 3 volts when running and 12 volts when turned off. Do I have a bad Generator?

it sounds like you generator is shorting and is trying to turn backwards take fan belt off and start motor and see if it will idle
