1998 Caravan horn stays on

Hi,

My 1998 Caravan's horn will not turn off. I've since pulled the fuse, but I'd like to fix it. The clockspring may be the problem, the steeringwheel cover (horn button), or a faulty horn. I've checked the relay, which is fine. Has anyone encountered this problem before? How did you fix it? Any suggestions on troubleshooting? The ABS light and Airbag light do NOT stay on, and the cruise control works fine.
