94 APV 3.1l No hazard or brake lights

My ABS light is on and I have no hazard or brake lights. Turn signals are OK. 12V at hazard/stop lamp fuse but no power at hazard flasher power wire or at brake switch power wire. I'm thinking this particular wire is shorted somewhere because when checked with another known good power wire, it acts as a ground. Any other possibilities would be appreciated.

Rigged a wire directly to the brake switch from a good 12V. Works fine but the rest of the circuit - hazard and ABS - of course aren't working. Wiring from the fuse is shorted somewhere. Any idea how to get access to the back of the fuse panel. Even after taking the 3 screws out, I can't seem to get access. Any ideas would be appreciated. Thanks!

Did you ck the fuses with test light or do a voltag drop test across fuse on them because the fuse conrols both brake and hazored lights it sounds like that is what it is there is a hazord fuse and a tail fuse belive it is 15 amp hazord but tail is also 15 it is one or the other also give me abs codes or more info about symtoms let me know what you find

Thanks stv840! Voltage across the fuse is even at 13v. No juice at either brake switch power wire or at the hazard flasher power wire. Haven't even gone near the tail fuse but checked it and it's fine. SO, orange power wire is apparently not even attached to the fuse. Anyone know where the harness or junction box or what have you from the fuse box is located? The one for the wiring coming in from the bat side of the engine is at the firewall on the left side.

As far as I see the stop/hazord fuse and is fead by fuel pump fuse internaly in fuse box so you may have to replace fuse box or clean corrosion from thouse two fuses let me know
