98 Blazer-Will not go into 4wd Low

I have a 98 Blazer with the electronic 4 wheel drive selector. When I
select 4wd hi, it switches into 4wd hi with no problem. When I select 4wd low, the light flashes for about 20 seconds and then goes out. It remains in 4wd HI and operates as normal.

I assume that there is a soleniod/actuator somewhere that is stuck, but haven't seen any information on the system. Can anyone tell me if that sounds right and where the solenoid would be located? Or am I barking up the wrong tree?

Are you in neutral and 3 miles per hour or less?

To put the truck into 4low, you have to put the transmission in neutral.

Yes, I have tried in with it in neutral and not moving.

I have been told that it may be the "encoder" motor. Where is that located?

Yeah, im having that same problem with mine except it won't go into four high or four low it just makes a clicking noise and the light blinks for about 20 seconds and turns off and doesn't switch over, Someone said it could be a vacuum line or something. It's driving me nuts especially when the first time I found out it didn't work was this winter when I was out in the middle of a lake and got stuck in the snow and ice for about an hour and a half, and to top it all off I didn't catch anything either. oh well, any help would be greatly appreciated thanks in advance.
