High speed buffer and a cutting paste, followed by a finishing paste. Mcquires makes a good product which you can pick up at most automotive stores or bodyshop supply. A standard Wen type buffer can do the job, or even a buffing pad on a drill. Just be careful not to burn the paint/clear coat. If the scratch is into the base coat, you will need to touch up the scratch and blend or have the section repainted.
