you
might have lower ball joints that are worn

and when you hit the brakes it seems like the front wheels are shaking. I have a 1989 Camry with over 180,000 miles on it and it still has the original ball joints on it. when I hit my brakes the front end of my car shakes like you describe. it also makes a bad clunking sound while shaking.

I'm waiting for the warmer weather to get here (hopefully soon) when I'll get a better look to see whats going on under there.
