My 96 neon will not start. it will blow the fuel pump fuse as soon as I try to start it. I have checked the pump and I can hear it run plus I have disconnected the output out of the pump and with the igntion on I have fuel flow out of the pump. Any Help!!!!!!!!!

Blown fuses are indications of bad grounds and/or wiring problems. Time to start tracing wires.
