will a chevy small block 400 in a 86 monte carlo pass an emmisions test? i do remember hearing that production of them stopped because of its failure to pass emissions when emissions was introduce in early 80s.

A lot depends on what your state emission laws require. Some states are more stricter than others, and a lot depends on the model year of the vehicle. Check with your local DMV office or a place that administers inspections/emissions tests for the requirements for your state.

As far as emissions go, it will depend on what your local emissions standards are and the condition of the 400 and whether or not the emissions equipment is intact and functioning as designed. Are your local standards tight for '86 cars? I'm in the NYC area and they squeezed the standards tighter twice in 2004. I drive a '84 chevy and it passes all the time. But it has effectively taken just about any pre '86 car off the road unless it runs mint.
