89 Accord LXi dashboard lights and clock don't work after jumping

I let the car sit for 5 months and then went to jump it. The jumper cables got so hot I had to use gloves to remove them. Also, the car did not start and the headlights came on even though they were switched off. Installed new battery and also had to replace the 70 amp fuseable link in the engine fuse box and the car runs fine now. However, when I turn on the headlights, I get no dashboard lights and the clock does not dim as it used to when the headlights were on. How do I fix this? All fuses appear good except I need to replace the right headlight retractor fuse (15amp fuse). I had to use it to replace another fuse under the dashboard. Thanks for any help with this.
