Help with an odd clutch issue

Greetings,

I am looking over my neices 98 cavalier and it has a very odd clutch prolem that I would like to pick your brains about.....

What is happening is here clutch is working opposite of what it should. Normally when you push in the clutch the transmission disengages and you shift gears. What is happening with her car is that you have to press and hold the clutch to the floor to engage the transmission and if you want to shift gears you have to have the clutch fully released.


What he heck could be causing this? Has anyone run into this issue before?
