It could be the coolant tempature sensor, for the ecm. I had the same problem with a 5.7 vortec, I changed the cts and the problem was gone. Hope this helps.

Is the check engine light on? If it is then get the codes read, you can go to Auto Zone, Advance Auto, or some other auto parts stores and get trouble codes read. Or since you have a 95 you can try getting the codes yourself. As far as I know a 95 does not have OBDII. OBDII did not become a requirement untill 96 but some vehicles had it in 95 models. Look for a black connector under the drivers side dash. If you have one with 12 pins in two rows it is not OBDII and you can pull codes yourself. All you have to do is get a piece of wire strip the insulation off both ends and jumper pins A and B( they are on the top row, A is the far right pin B is the second one from the right) you could also use a paper clip. Turn the key to the run position. The check engine light will start to flash. the first code will be 12 one flash followed by a short pause the two flashes. It will flash 12 3 times, then if there are any trouble codes stored they will flash, each code will flash 3 times. After all trouble codes flash 12 will flash three more times. Even if your check engine light is not on I would check for trouble codes anyway. After you get trouble codes I would write them down and reset the computer. just remove negative battery cable for 5 minutes. Then after driving see if they come back. Hopefully that will narrow the problem down. If that doesn't help I would look for a vacuum leak and see if you have carbon build up at the IAC valve
