Does anybody know how to get a hood cable to release because the hood will not lock down?

What are you saying? Are you saying the hood wont close?

Sometimes on these cars, the grill gets in the way of shutting/opening. Sometimes I have to mess around with it a little bit to close it/open it.
Seems like the problem is the hood release on the hood, it sticks out a little too far and hooks on the inside crease on the grill.
This may help, or I may just be completely off base, I couldn't really understand what you are asking.

Is the cable stuck with the latch in the "unlock" position?

My car has the same thing... it's the spring on the latch that is sticking... you will have to push it down in order to close the hood.

100% correct. My 95 had the same problem and I spent too much time taking it apart, lubed the spring assembly, making adjustments and it worked for a month or so. I ended up getting a new hood latch at Toyota $46 and now it works perfect. The latch does not come with new bolts, so I would suggest picking up some short 6mm bolts. Should have gotten the new latch in the first place!!
