I agree with the previous guy, you could try stripping them back with brake fluid, just brush it all over the painted surface and leave it for a few hours or a day depending on how thick paint is, you may have to keep applying the fluid to get it to soak in. Don't worry the brake fluid wont stain the pavement or driveway like normal oil, its hydroscopic and will wash away easily. Its also vegetable based oil not petroleum so it wont harm the local eco system.
But make sure you re-paint the rims or they leak and become very weak over time.
