wont upshift when cold

My 2000 7.2 4X4 wont lock up the torque converter until the pointer on the temp gauge gets up to the first mark, once it's warm it works fine and it locks up at 38 mph if theres no load...Is this normal?

This is very normal, both my diesel Ford vehicles do it.
